Formula (Chain) Business Ordinance Since 2007 in Ojai

Since December 2007, the City of Ojai has had what’s called a Formula Business ordinance which bans new retail establishments that have over a designated number of locations with similar features such as standard menus, merchandise, decor, signage, facade, etc. Basically it’s ban of large chains (e.g. Starbucks, McDonald’s, 7-Eleven, etc.) to ensure the city maintains its small town charm.

Initially the ordinance defined a Formula Business as over 10 locations; it has since been changed to five or more locations. For more information, review City of Ojai municipal code section 10-2.1713.

This ordinance covers the 4.37 square mile City of Ojai. It does not cover other communities in the greater Ojai Valley.

Mira Monte (Spanish for “mountain view”) is an unincorporated community of approximately 6,800 residents in Ventura County that is located southwest of Ojai. Since Mira Monte does not have its own post office, addresses in this community use Ojai.

Several CVG social media followers brought up this interesting point because there are some chain establishments located in Mira Monte that have an Ojai address, such as the new drive-in Habit Burger (opened July 17, 2024), Starbucks, McDonald’s, and Taco Bell. Although these chain establishments have an Ojai address, they are not subject to the City of Ojai Formula Business ordinance. And there ya have it.

Tell Me a Little Bit About the City of Westlake Village Boundary

Westlake Village is a master-planned community that is transected diagonally by the Los Angeles/Ventura County line. 

The Ventura County side of Westlake Village, which is 8,544 acres, was annexed into the City of Thousand Oaks in 1968 and 1972. The Los Angeles County side of Westlake Village is 3,456 acres and was incorporated as the City of Westlake Village in 1981.

Ah yes, the challenge of distinguishing between the Los Angeles and Ventura County sections of Westlake Village. It truly is a diagonal boundary that stretches from just northeast of Lindero Canyon Road, south of Blackbird Avenue on the north to South Westlake Blvd at Kirsten Lee Drive on the south.

It is impossible to drive, bike or walk the boundary line because it crosses right through the middle of Westlake Lake. Although, you could drive along the border on La Venta Drive southwest from Watergate Road.

Further north, the border cuts diagonally across Westlake Golf Course.  In fact, the driving range section of the golf course bordered on the west by Lakeview Canyon Road and on the north by the 101 is located within the City of Thousand Oaks while the rest of the course is in Westlake Village.

Costco Westlake Village and the Four Seasons Westlake Village are solely part of the City of Westlake Village, as is the Las Virgenes Reservoir.

Does it really matter what side you're on? For most, no. But there's one clear financial difference. Sales taxes. As of July 2024, sales taxes in the Thousand Oaks/Ventura County portion of Westlake Village are 7.25% as compared to 9.5% in the Los Angeles County based City of Westlake Village. The difference is 2.25% for Los Angeles County district taxes. That means if you live in the City of Westlake Village, you’ll be paying $1,125 more for a $50,000 car than those living in the Ventura County portion of Westlake Village.

Satellite Tracking Station at Laguna Peak for the Naval Satellite Operations Center Point Mugu (Now 10th Space Operations Squadron)

UPDATE: On June 6, 2022, the Naval Satellite Operations Center that previously was responsible for the Laguna Peak station was transferred from the Navy to the Space Force, specifically, the 10th Space Operations Squadron (10 SOPS). The mission of 10 SOPS, which is headquarted at Naval Base Ventura County, is to operate, manage, and maintain assigned satellites and ground systems, providing continuous and reliable satellite communications in direct support of Fleet, Joint, and Interagency operations. If you’re in the vicinity of Thornhill Broome State Beach and Sycamore Cove Beach in Point Mugu or hiking up the Chumash Trail to the La Jolla Valley in Point Mugu State Park, you’ve probably noticed some futuristic looking equipment up on a hill to the west.

That hilltop is the 1,421 foot Laguna Peak in the westernmost tip of the Santa Monica Mountains, home to the Naval Base Ventura County’s Satellite Tracking Station.

The tracking station monitors rocket launches from Vandenberg Air Force Base and other sites and is a part of a network of satellite control facilities that includes stations in Prospect Harbor, Maine, Rosemount, Minnesota and the Lincoln Laboratory in Massachusetts.

Lewis Road Pedestrian Overcrossing in Agoura Hills

This is the Lewis Road Pedestrian Overcrossing, Caltrans Bridge #53-998, in Agoura Hills. It connects Roadside Drive at Lewis Road on the south to Canwood Street at Lewis Road on the north side of the 101. It was built in 1963 and expanded in 1973.

This is the only pedestrian bridge going over a freeway in the Conejo Valley. There is another pedestrian bridge in Thousand Oaks - the Luedtke Bridge over Olsen Road that connects the CLU main campus to the northern campus.

According to the California Highway Commission in the October 1924 issue of “California Highways,” perhaps the most dangerous and difficult piece of construction work on the California state highway system at that time was the 3800 feet of grading AROUND Point Mugu.

For those driving Pacific Coast Highway in Ventura County past Mugu Rock, there are clear signs of this old route that took automobiles on a precarious route around Point Mugu.

The new and still existing route was created by blasting a massive hole through Point Mugu to create Mugu Rock in 1937 to 1940.

The work to complete this section of the Oxnard to San Juan Capistrano PCH route was authorized by a bond issue in 1919.

The project averaged 60 workers who moved 108,000 cubic yards or rock at a total cost of $108,500 (heck, that would be the cost of a pool addition and new kitchen remodel today). The cut around Point Mugu ranged from 40 feet on the ocean side to 115 feet on the high side in creating the narrow, short-lived roadway.

The California Highway Commission ended its article by stating “…along this piece of rugged coast line the Old Pacific is recognized as an arch enemy to whom we must trust as little as possible of our costly highway.”

Mugu Rock Then and Now

Mugu Rock is a large rock formation formed when a 200 foot deep cut was made into the rocky ridge from October 1937 to February 1940. Prior to the modern day PCH at Mugu Rock (at the time called U.S. 101 Alternate (State Route 60), drivers went around a 275 foot radius curve that is now fenced off.
